Here the conflict is between the value of encouraging innovation by the grant of copyright protection to Elsevier and the value of broad access to information, especially by those who may otherwise not have access due to the limitations imposed by the owner of the copyright (in this case, Elsevier’s licensing arrangements, or “paywalls”).
